Young Baxter came into MAESSR’s care from a family in Maryland. Their decision to surrender was that Baxter’s needs were not being fully met. Over several weeks 2 very experienced foster families evaluated Baxter in their homes. The outcome was that returning him to his original family would be the best decision for Baxter.
