Bailey was turned in to a shelter in northern Pennsylvania by his owners. The reason they cited upon surrender was that he kept finding a way out of their yard and was running away frequently. This info coupled with what the shelter observed during his stay there was encouraging though limited. Once in his foster home where Bailey’s temperament could be fully evaluated, it was sadly clear that he would not be suitable for placement.
